To commemorate the Plenipotentiary Conference of the International Telecommunication Union at Nairobi, Kenya in 1982 Zaire issued this stamp. The black circles appear to be town, the white circles and lines are not explained.
     At the Conference in Nairobi the United States Telecommunications Training Institute was launched, and another action established the Independent Commission for World-Wide Telecommunications Development chaired by Sir Donald Maitland
